It is common practice to "fracture fill" (fill cracks in the stone with colored glass) for both rubies and emeralds and as completely acceptable as oiling emeralds in today's market. You might ask why and there's a very simple answer. Emeralds and rubies are rare, and finding any with enough quality gem material to leave untreated is exceptionally rare indeed.
